    'Transformations towards sustainability':Emerging approaches, critical reflections, and a research agenda

    Over the last two decades researchers have come to understand much about the global challenges confronting human society (e.g. climate change; biodiversity loss; water, energy and food insecurity; poverty and widening social inequality). However, the extent to which research and policy efforts are succeeding in steering human societies towards more sustainable and just futures is unclear. Attention is increasingly turning towards better understanding how to navigate processes of social and institutional transformation to bring about more desirable trajectories of change in various sectors of human society. A major knowledge gap concerns understanding how transformations towards sustainability are conceptualised, understood and analysed. Limited existing scholarship on this topic is fragmented, sometimes overly deterministic, and weak in its capacity to critically analyse transformation processes which are inherently political and contested. This paper aims to advance understanding of transformations towards sustainability, recognising it as both a normative and an analytical concept. We firstly review existing concepts of transformation in global environmental change literature, and the role of governance in relation to it. We then propose a framework for understanding and critically analysing transformations towards sustainability based on the existing ‘Earth System Governance’ framework (Biermann et al., 2009). We then outline a research agenda, and argue that transdisciplinary research approaches and a key role for early career researchers are vital for pursuing this agenda. Finally, we argue that critical reflexivity among global environmental change scholars, both individually and collectively, will be important for developing innovative research on transformations towards sustainability to meaningfully contribute to policy and action over time

    Exploring the governance and politics of transformations towards sustainability

    AbstractThe notion of ‘transformations towards sustainability’ takes an increasingly central position in global sustainability research and policy discourse in recent years. Governance and politics are central to understanding and analysing transformations towards sustainability. However, despite receiving growing attention in recent years, the governance and politics aspects of transformations remain arguably under-developed in the global sustainability literature. A variety of conceptual approaches have been developed to understand and analyse societal transition or transformation processes, including: socio-technical transitions, social-ecological systems, sustainability pathways, and transformative adaptation. This paper critically surveys these four approaches, and reflects on them through the lens of the Earth System Governance framework (Biermann et al., 2009). This contributes to appreciating existing insights on transformations, and to identifying key research challenges and opportunities. Overall, the paper brings together diverse perspectives, that have so far remained largely fragmented, in order to strengthen the foundation for future research on transformations towards sustainability

    A research roadmap for quantifying non-state and subnational climate mitigation action

    Non-state and subnational climate actors have become central to global climate change governance. Quantitatively assessing climate mitigation undertaken by these entities is critical to understand the credibility of this trend. In this Perspective, we make recommendations regarding five main areas of research and methodological development related to evaluating non-state and subnational climate actions: defining clear boundaries and terminology; use of common methodologies to aggregate and assess non-state and subnational contributions; systematically dealing with issues of overlap; estimating the likelihood of implementation; and addressing data gaps

    The ‘Black Box’ problem of orchestration:how to evaluate the performance of the Lima-Paris Action Agenda

    The Lima-Paris Action Agenda (LPAA), launched in 2014 to mobilize non-state and subnational climate action in the run-up to the 21st Conference of the Parties (COP21) of the United Nations Framework Convention on Climate Change (UNFCCC), is conceptualized as an orchestration attempt where the French COP21 and Peruvian COP20 presidencies together with the United Nation Secretary General’s office and the UNFCCC Secretariat enlisted non-state and subnational actors to influence states. Using a method seldom used in global governance research to reconstruct the intervention theory of the LPAA, the assumptions and expectations underpinning its performance are unveiled, suggesting a series of micro-steps between input, output and outcome that the evaluator must link causally to understand the LPAA’s performance. This contributes insights for orchestration theory and global climate policy, suggesting that leadership and institutional environment were conducive for the LPAA’s creation. The benefits and challenges of reconstructing intervention theory in global governance research are also discussed

    Transnational Institutions and Networks

    This chapter reviews the literature on transnational institutions and networks in earth system governance research over the past decade. The chapter focuses in particular on the issues of emergence, effectiveness and legitimacy of transnational governance and outlines key debates and controversies surrounding the shifting authority between public and private actors. The chapter also identifies major research lines and open questions and provides an outlook towards the most promising directions in future research. The review is based on 215 articles identified in the Web of Science (co)authored by fellows of the Earth System Governance Project from 2008 to 2018

    Exploring national and regional orchestration of non-state action for a < 1.5 °c world

    The importance of actions by non-state and sub-national actors (e.g., companies and cities) is increasingly recognized, because current governmental commitments are insufficient to limit the increase of global temperatures to 1.5 °C. Orchestration, the alignment between ‘orchestrator’ (e.g., international organizations and governments) and ‘intermediaries’ (e.g., city networks and partnerships), could harness additional contributions by building catalytic linkages and by enabling a growing number of actions. Although most orchestration efforts have been made in the context of international climate negotiations, regional and national orchestration could be useful by contributing to the implementation of national commitments, and by inspiring greater ambition. We investigate whether and how regional and national orchestrators respond to shortfalls in international orchestration. Using insights from a comparative study, we provide an early indication of the catalytic potential of orchestration in Latin America, Europe, India, Argentina, and Sweden. We find considerable impacts of global level orchestration on the emergence of these initiatives, however orchestrators do not simply copy other efforts; they emphasize different catalytic linkages, including the engagement of underrepresented actors; implementation; and, the provision of ideational and material support. Catalytic linkages in a complex landscape with multiple orchestrators could sometimes be improved through coordination. Given the enormous scale of transformation needed, a focus on scale may seem natural. However, for socially just outcomes, orchestrators need to resist a sole focus on scale, and also aim at experimental and small-scale actions, which may not lead to immediate large-scale impacts but which may prove crucial in longer-term transformations
